Local ownership is a precondition for effective and sustainable cyber capacity building. The proliferation of regional capacity building centres in recent years constitutes a new model for engagement with partner countries in their own regions. They serve as a valuable source of information about the country or regional needs, institutional and legal challenges or the enabling environment, among others. However, little is still known about whether and why such solution is more effective in strengthening cyber resilience of partner countries.

  • What is the role of regional cyber capacity centres in strengthening local, regional and international ownership of actions?
  • What are the different roles and governance models for establishing regional cyber capacity building centres? What are good practices, standards, lessons learned, and resources that contribute to successful cyber capacity building partnerships?
