Mr. Carlos Leonardo

Systems Engineer specialized in cybersecurity, digital forensics, cybercrime investigation and response to cyber incidents. In the legislative and regulatory framework of cybersecurity and cybercrime, he has been part of the technical commissions for the creation of the National Cybersecurity Strategy and the establishment of the National CSIRT of the National Cybersecurity Center; and the project to modify and update Laws 53-07 against High Technology Crimes and Crimes; and Personal Data Protection Law 172-13. In the last 2 years he has been part of the Ah-Hoc group for the elaboration of the new United Nations cybercrime convention and is a representative part of the OEWG led by the same organization.
