Amb.Ricardo Otarola Pacheco

Ambassador Ricardo Otárola is the Senior Advisor to the Vice Minister of Foreign Affairs and Worship of the Republic of Costa Rica, and provides legal support during the decision-making process in a wide range of subjects such as security, migration and human rights. From 2005 to 2018, he was a member of the legal team in charge of Costa Rica’s cases before the International Court of Justice, the last of which was resolved by the Court in January 2018. During his Diplomatic career he has served as Deputy Chief of Mission at the Embassy of Costa Rica in Washington, DC, as Consul General of Costa Rica in Bogotá, Colombia, as Chief of Staff of the Vice Minister of Foreign Affairs and as Counselor at the Embassy of Costa Rica in The Hague, The Netherlands. He joined Costa Rica’s Foreign Service in the year 2000.
