Strengthening cybersecurity in the context of development programs has traditionally focused on technical assistance activities such as trainings, workshops, and assessments to foster foundational capacities. Yet, experience has shown that to build an enabling environment for cyber resilience requires a holistic approach that builds on the foundations and at the same time leverages diverse financing instruments, budgets, and complementary modalities that foster sustainability, especially in a demanding environment of competing policy and budgetary priorities.
