Multi-Stakeholder Collaboration in Cyber-Resilient Development

The cross-cutting nature of cyber resilience requires whole-of-society and whole-of-ecosystem approaches that should also inform international cooperation efforts in this field. The success of cyber capacity-building initiatives fundamentally depends on active multilateral collaboration efforts between government, donors, the private sector, civil society organizations and the technical community that all bring about different expertise and resources. No single sector or industry can achieve sustainable results for cyber resilience in isolation.

  • What are the limitations of single-sector approaches vs the benefits of integrated, multi-stakeholder approaches in cyber capacity building across policy development, implementation, and sustainability?
  • What are good practices for accelerating capacity-building efforts in critical infrastructure that prove the value added of integrated approaches for sustainable cyber resilience? How can we incentivize their long-term adoption?
