3.12. Applying a principles-based approach to cyber capacity building

For international CCB collaboration to be effective, it must be built on a foundation of principles that all countries and partners agree upon. Informed by the development effectiveness principles, there have been initiatives within the GFCE and UN to articulate how a principles-based approach should guide international CCB efforts. The panel will explore where consensus is building around the importance of a principles-based approach and share their experience and lessons applying principles in practice.

• How can a principles-based approach lead to better outcomes in terms of cybersecurity, development and human rights?

• What can we all do to take forward a principles-based approach?
