Progress towards the Accra Call – 2025 Review

At the second iteration of the GC3B in May 2025 in Geneva, progress towards the Accra Call for Cyber Resilient Development was reviewed. Two years after its launch in Ghana, the Accra Call continues to inspire action worldwide. With nearly 80 endorsers and dozens of pledges, it has become a blueprint to guide the growing cyber capacity building ecosystem, providing much-needed direction for mainstreaming cyber resilience into sustainable development.

We are pleased to take stock of this journey by sharing two flagship outputs:

  1. The Accra Call has served to motivate, validate and accelerate action.
  2. It has inspired new initiatives and approaches to digital resilience.
  3. The Accra Call is driven by a bottom-up approach
  4. It needs to be a dynamic instrument, as priorities evolve. 
  5. The Accra Call needs to be a shared responsibility, as building cyber resilience demands sustained, whole-of-ecosystem engagement. 

The Action Stories also present valuable case studies that illustrate the way in which various stakeholders are advancing cyber resilience, including governments, the private sectors, research institutions and civil society.
