Ms Catalina Vera Toro

Chilean diplomat and policy advisor specializing in cybersecurity, digital governance, and international cooperation. She currently serves at the Permanent Mission of Chile to the OAS, where she leads work on Security, cyber diplomacy, responsible state behavior in cyberspace, and regional capacity-building. Catalina has participated in the UN Open-ended Working Group on ICTs and the Ad Hoc Committee on Cybercrime, contributing to global norm development. She previously led Chile’s National Telecommunications Infrastructure Plan and collaborated on the country’s Digital Agenda and Cybersecurity Policy. Catalina is an alumna of the Women in Cybersecurity Fellowship and the UNIDIR Women in AI Fellowship, promoting inclusive and ethical tech governance. She holds degrees in Engineering, Public Policy and International Relations, and a Masters in Economics, and Development Policy.
