Elikana started his career as a police officer. He was a crown prosecutor and advanced to the role of Solicitor General, then becoming the Secretary of Justice. He resigned to stand for his island constituency Pukapuka and became member of Parliament at the 2018 general election. He was re-elected at the last general election in 2022.
Elikana studied law at Victoria University of Wellington in New Zealand and holds a Masters of Business Administration from the University of the South Pacific as well as public sector management from Massey University of New Zealand.
