Matheus Benincá is an experienced public sector executive specializing in innovation ecosystems, digital transformation, and science, technology, and innovation (STI) policy. He serves as Undersecretary at the Secretariat for Science, Technology, Innovation, and Professional Education of the State of Espírito Santo, Brazil. In this role, he leads strategic initiatives aimed at enhancing public sector innovation, promoting digital governance, and advancing sustainable development through technology.
Matheus holds a Master’s degree in Telecommunications Engineering from the Federal University of Espírito Santo (UFES) and an MBA in Project Management from Fundação Getulio Vargas (FGV). He has also pursued advanced studies in Public Administration, Artificial Intelligence, and Big Data Analytics. His work focuses on fostering public-private collaboration, leveraging emerging technologies to modernize public services, and strengthening digital and innovation capabilities at the subnational level.
