Inês Narciso is an OSINT expert specializing in disinformation and foreign information manipulation and interference (FIMI). She has a Master’s in Criminology from the University of Leicester and is finishing her PhD in Sociology of Communication at ISCTE-IUL. Inês was one of the founders and served on the board of the FIMI Information Sharing and Analysis Center (FIMI-ISAC), supported by the EEAS, and collaborated for 2 years on the Code of Practice for Disinformation (CoP) with the European Commission.
As one of the authors of the Obsint Guidelines, Inês advocates for ethical digital research practices in OSINT. Inês was an advisor in the cabinet of the Portuguese Prime Minister António Costa for 3 years, providing guidance on strategic communication issues, and spent the last year working as an AI Development Project Coordinator at the Portuguese Secretary General of the Government.
