To strengthen cyber resilience as an enabler for development, countries need to address the widening cyber capacity gap. The average Least Developed Country is over a decade behind developed countries in terms of cyber commitments, and many are further behind in cyber maturity amidst evolving cybersecurity threats and expanding digital transformation investments. To close this gap, we need effective cyber capacity building cooperation and partnerships geared to meaningful impact.
