Closing Plenary – Cyber Capacity Forward: Powering Meaningful and Sustainable Results

International Telecommunication Union (ITU)

To strengthen cyber resilience as an enabler for development, countries need to address the widening cyber capacity gap. The average Least Developed Country is over a decade behind developed countries in terms of cyber commitments, and many are further behind in cyber maturity amidst evolving cybersecurity threats and expanding digital transformation investments. To close this gap, we need effective cyber capacity building cooperation and partnerships geared to meaningful impact.
• What are the key lessons we can draw from domestic and international partnerships to accelerate meaningful cyber cooperation and drive sustainable cyber resilience?
• What structural alignments and incentives are needed to ensure a secure and resilient digital transformation for all?
• Reflecting on the GC3B discussions, what are the key messages we need to collectively act upon to leave no one behind the cyber capacity threshold?
