Local ownership is a precondition for effective and sustainable cyber capacity building. The proliferation of regional capacity building centres in recent years constitutes a new model for engagement with partner countries in their own regions. They serve as a valuable source of information about the country or regional needs, institutional and legal challenges or the enabling environment, among others. However, little is still known about whether and why such solution is more effective in strengthening cyber resilience of partner countries.
