Countries across the world invest significant sums in cyber capacity building. It is important to ensure that there is a good return on investment from these activities. While progress has been made in embedding evaluation methodologies into individual project delivery, current practice is limited when it comes to evaluating the overall impact of projects and programmes on national economic and security outcomes. As a result, it is not always easy to determine what activities should be prioritised, and which interventions are having the greatest cumulative effect. Cyber resilience for development would benefit from a commitment by governments, development agencies and implementers to better integrate impact evaluation into national cyber programmes and more consistent approach to metrics, data collection, and analysis of the intervention impact.
