Global Conference on Cyber Capacity Building

Hosted by the Swiss Federal Department of Foreign Affairs (FDFA) and organized by the Global Forum on Cyber Expertise (GFCE), on the 13 – 14 May 2025 the second edition of the Global Conference on Cyber Capacity Building (GC3B) took place at the International Conference Center Geneva (CICG) in Geneva, Switzerland

In an increasingly connected world that relies heavily on technology, and where cyber threats continue to expand in both number and complexity, the need for robust cyber capacity that supports broader sustainable development goals has never been greater. International collaboration and collective investments in resources, knowledge and skills are key to building free, resilient and sustainable digital societies across the continents, where no country is left behind in their digital transition. 

To elevate cyber capacity building discussions onto the global governance and development agendas, the second edition of the Global Conference on Cyber Capacity Building (GC3B) took place on 13-14 May 2025, in Geneva, Switzerland. The GC3B was hosted by the Swiss Federal Department of Foreign Affairs (FDFA) with the support of the Global Forum on Cyber Expertise

This in-person conference gathered high-level policy makers, leading experts on cyber security and capacity building and the international development community to work on common goals and solutions that strengthen global cyber capacity building, which is a key enabler for sustainable development, economic growth, and social progress. The GC3B was organized by invitation only.   

Building on the Accra Call - the GC3B 2023 Outcome Document

The GC3B 2025 aimed to drive actions in line with the Accra Call, the outcome document of the GC3B 2023 which consists of a set of actions that promote cyber capacity building and support broader sustainable development goals.  

Participants convened to coordinate strategies, share best practices and resources to support countries in strengthening their digital foundations and pursue the objectives of the Accra Call through their own internal processes and mandates. The GC3B also provided a venue for taking stock of the Accra Call pledges and (through its subsequent editions) will periodically bring stakeholders together to assess progress and set the path forward.

 The Geneva Cyber Week 2025 brought together experts from a variety of sectors across multiple events to discuss the latest developments, challenges and opportunities in cybersecurity. Under the theme of  ”Shaping the Future of Cybersecurity and Diplomacy” it took place in Geneva, Switzerland, on 12-16 May. 

The GC3B was proud to be one of the cornerstone events of the inaugural Geneva Cyber Week, which brought together stakeholders from the cybersecurity, diplomacy and technology sectors to foster meaningful dialogue. As part of the Cyber Week, the GC3B provided a unique opportunity for communities to connect cyber capacity building efforts with broader discussions on international cooperation, sustainable development and cyber resilience.
